I am having problems creating a svcd. First I used my Creative Labs Video Blaster MovieMaker (USB) to capture from the camcorder, using the mpeg-2 setting at 352x480 and quality level at 2Mbits/s or higher. It spits out a .mpg file.
Ok, then I used an editor(mgi videowave 4) to shrink the contents, and produce using its own encoder. After when I try and burn it to a svcd, Nero complains that the mpeg is not encoded properly, giving a list of what's wrong. ie, streaming size wrong, bitrate.
Do I have to use a different program to make it into a svcd compatible file, tmpenc?
What am I missing out in steps?
I have made several attempts, but come up with a poor quality video that was compressed too much.

all my vhs > svcd transfers are 352x480....being a non-standard resolution, nero will complain everytime so just disregard the warning. as to quality that sounds consistant with the method you're using. my suggestion is to buy a cheap used tv tuner card & capture uncompressed avi or with a lossless codec
