I'm backing up a 1:1 dvd that has lots of extras (~1.5gb) that I'd like to keep. I've used cceguesser to calculate the new bitrate to re-encode the main movie using CCE2.66--it yielded new bitrate of ~2000kps..
Is this an example of when I should resize the main movie from 720x480 to 352x480, or to 1/2-D1?? I'm still fuzzy about when to use 1/2-D1.. Thanks for any info/help.

I guess. With a bitrate of 2000 it's either 1/2D1 or 1/4D1. Absolutely no way you can use full D1. Expect the quality to be mediocre (and that's for multi-pass VBR) if it's an action flick.
