is it possible and if it is how do you do it.
i want to make a VCD or SVCD where if u press 1, 20 images will play in order, then if u push 2, the next 20 images play.

Yes it is possible. You will need a real VCD authoring program to make it though (e.g., VCDImager, VideoPack 4, VCD Toolkit).
