  1. Basically what I want is a program that lets you open each frame individually and cut out parts of it. Basically I want to edit each individual frame like it's a picture. Does anybody have any ideas???

Sure, and at the same time why don't you come around to my house and I'll cook you a meal and lend you some money too.

You can use Premiere and Photoshop to do this if you have access to them. Basically, you'll want to export the clip/movie from Premiere as a Filmstrip file. You can find that if you go to Export>Movie... instead of choosing an AVI or the like, you'll select Filmstrip.

Once you have the filmstrip file you can then open it in Photoshop and do your editing there. The Filmstrip file will have all the frames you exported contained in one file for you to edit.

Alternatively, you can also export the clip as a Sequenced JPEG, which will essentially export each individual frame to individual, sequentially numbered JPEG files that you can open one at a time in Photoshop or similar program.

It sounds like you are wanting to do some rotoscoping, for which there may be better methods that exporting as picture files. You may want to look into the rotoscoping abilities of After Effects or possibly Combustion or Commotion. Of course, these are all fairly expensive packages which might be a problem. You might also want to try to poke around with VirtualDub, as mentioned previously. I am very new to that program and have only used it to clean up some video so far, but it may also have what you are looking for... and it's free.

The above intructions are from memory, but they should be close enough to get you going in the right direction.
