Audio crackles when converting PAL .wav to NTSC

I have a 25fps WAV file that I need to convert to either a 23.976 AC3 or MP2 audio file. I've tried doing this a million different ways using BeSweet, and the audio syncs up to the video from which it was extracted perfectly, but it always has a slight crackling/flickering type of sound to it. The original WAV is:

168 Kbps, 48000 Hz, 2 channels, 0x55 = Mpeg-1 audio Layer 3 (MP3)

Any ideas/suggestions?
