I usually capture VHS directly to mpeg 2 through an ADS A/V link. If I'm capturing something in the 3+ hour range that 'd like to fit on one DVD, which of these two methods is the better way to go to give me the highest quality final product:
A) Set the kbps at a rate low enough (3000 to 4000) where it'll either fit on one DVD (or be really close)
B) Capture at higher rate (5000-6000), create DVD file, then shrink to fit using DVD Shrink.

using 4mb/s will not fit 3 hr on dvd, you will need to drop to 3mb/s
using the higher bitrate (oversized file) will mean outputing to folders first and then shringing. This will be time comsuming.
Try both and then post your results -
It has been my experience that capturing to the highest quality
that vhs will give and then shrinking it, will give the superior
results. I have tried both of your methods on numerous occasions
and the shrink version always looked much better to my eye.
As snafu said try a test clip for yourself and see which YOU prefer.
