Captured video with All In Wonder card and saved it to MPG. To transfer MPG to DVD I just have to encode and burn, correct? Thanks.

NO. You need to author it in order to be readable on a DVD player (although there are a few exceptions)
Read the authoring guides.
The authoring program may require seperate audio/video streams. In that case .... read a different guide -- "DeMuxing" -

You need to make sure that the settings used in whatever turned your footage to MPG (known as "encoding" or, sometimes, "transcoding" when coming from another source like AVI) have given you a DVD compliant MPEG2 file - see the "DVDR" link in blue at the top left of the page for info on the specs (video and audio).
Once you're satisfied all's OK to proceed, the next step is author (you stated "encode", but I'm guessing that's what you meant) and then burn.
A good tool to start with is TMPGEnc DVD Author - It's user-friendly, fully funtional on a 30 day free trial and produces decent looking stuff. And it also burns, and I've never had any trouble with it.
