File Check not happening in NERO...why?

When I split my one MPEG file using VCD Cutter and open a VCD template in Nero....I drag the first mpeg over into the window (VCD2.0 compliance OFF)and nero goes thru the checking phase of the file.

When I use TMPGEnc to split the file and drag the first mpeg into Nero it DOESN'T do the file check and then doesnt play on my DVD player.

Any ideas?

obviously NO ONE has had this problem i see.
