Compliant DVD troubles - Convert NSTC 23.97 to 29.97

I will try to explain this the best I can as Im still a newbie in training. I want to convert my mpeg1 NSTC video to a complaint dvd 29.97 format. I'm currently using both Tmpgenc and DVD author and thats my biggest obstacle at the moment, b/c when I run the tmgenc dvd author it gives me this error:

"The video framerate 23.97 fps cannot be used for standard dvd..."

I searched all the forums, read all the guides but none of them actually provided a direct explanation. I know theres a way to convert the compliant dvd format w/o having to re-encode because thats gonna take me a lifetime since the bulk of my files are mepg1 format. I don't want anything fancy...I just want to get past the error and burn these files onto a dvd-r!!! Please help
