I am considering buying a new sound card & I've heard that some cards can actually improve CPU performance I'm assuming this is by doing more of the processing on the card allowing the CPU to do other things. My question is what spec exactly is it in a card that improves the performance so I know what to look for?

Well, if it cost $20 US, then it's probably 100% driven by your CPU. Some of the $10 cards require a PIII 500 or better to run. There's a hint.
Doing AC5.1 in software can be very CPU intensize, as can processing effects.
Look at the system requirements.
