how can i put a picture on forums (under your name)

i see cool things under poeples names on forums. i would like to know how
to make some thing like this (http://www.gamehax.com/forums/viewtopic.php?t=3100)
look at Fusion @ eccentrik names, see how they have moving things in there pictures. id like to do some thing like that, can someone post a Tutorial and tools that id need to do this

the picture/clip im tring to make is a little clip from the simpsons. the clip is about 4 sec and its a mpg. i cut the clip with TMPGEnc , so can someone please help i dont know were to start

Either make one, steal one or stick with a jpeg.
