what i have done:-
ripped all three movies to my HD (1 and 2 are pal, 3 is a dvd rip Ntsc)
used dvd shrink to make them to about 3 gig
then authored them with dvdlab
once authored total size is about 9 gig with the menu
put them back through dvdlab and shrink them back down to 4.3 gig
i do get an error in dvd lab saying, my project is pal but one of my movies is ntsc but it still compiles
i am not sure if this is the problem

I use DVD Meastro for it (expensive) but works good.
Other programs supporting multiVTS are:
Scenarist (~30000$), Sonic ReelDVD (700$), Adobe Encore DVD (?$)
maybe there are some freeware programs but dont know you have to ask
there are many people out there to answer this question. -
In it's present form DVD-lab only creates one titleset. This necessarily means all MPEG-2 clips you will submit to it must have the same resolutions, framerates, and audio track types (read: ALL clips must either be PAL or NTSC; never both). There are other more expensive programs out there (like Adobe Encore) that creates multiple titlesets but even then it's never a good idea to submit different resolution clips to a project with a view to them being on one DVD later. In this regard I don't know how Encore reacts on being given such clips with different framerates & resolutions.
For the nth time, with the possible exception of certain Intel processors, I don't have/ever owned anything whose name starts with "i". -
Actually PAL and NTSC are not even supposed to be in the same volume. Even if you encode each in a different titleset its still not DVD compliant, though any given dvd player may still be able to play it. Technically the only way to have a disk which contains both PAL and NTSC is to author it on a double sided disk, with PAL on one side and NTSC on the other, and really this is no different than just having two separate disks.

TMPGEnc DVD Author will create multiple titlesets If you add a new track for each movie.

i have dvd maestro;
but this too says two different formats but this is probably still one title set, so i need two know before i re-encode, how to have two title sets.

Using your 2 pal movies and a short 1 min Pal clip, use TMPGEnc DVD Author to make a 3 movie DVD folder. Delete the 3rd titleset (short clilp).
With the NTSC movie files, rename the VTS.BUP/IFO/VOB files to use as the 3rd titleset. Move them in the Pal folder and you're ready to burn.
Two out of 3 of my players were able to switch between formats automatically and the other I had to use the setup menu to switch.

you only have to add a second movie to your projekt, therefor a new titleset will be created

i have seen a patch around this site that u can mixs nstc and pal if u take a look around u might find it
