  1. Why does US have two different NTSC(23.97/29.97) format? What's the difference between them? When I convert NTSC23.97 to PAL using TMPGENC, the movie seems to be smoother and better than when converting NTSC29.97 to PAL, this conversion gives jerky pictures the whole movie length.

    That's because you don't understand what's going on with the conversions. 23.976fps to PAL is pretty much a no-brainer (change the video rate to 25fps with RESTREAM, then speed up the audio by 4%). With 29.97, you have to first know whether or not the video is true 29.97, or telecined 23.976. If the latter, then reference the above. If 29.97, then this is probably more problems than it is worth. I don't know if I would trust TMPG (or any other piece of "do-it-all" packages) to do either one of the conversions.
