This can be done but is a daunting task for most newbies.
Here is a website with some info you will need:
http://www.geocities.com/xesdeeni2001/StandardsConversion/
Following the section labeled:
VI. PAL (Video) DVD (25i Fps) -> NTSC DVD (29.97i Fps)
That should work for you

Maybe I'm missing something but I go from Region 2 PAL to Region 1 NTSC all the time just using DVD Shrink to rip and Nero to burn.
-
Oops!
Sorry, I wasn't thinking. DVD Shrink converts the region coding
but I'm still playing the copy on an all-region player with a PAL->NTSC converter.
So there isn't any easy way to convert from PAL to NTSC or NTSC to PAL. It's easier to buy an all-region player. -
Don't confuse region code info with video format (PAL or NTSC).
NTSC can be region free or region 1 or region 2 or region 3 etc.
PAL can be region free or region 2
If you simply make a DVD region free it will still be PAL or NTSC unless you change that by either re-encoding it or you can use a DVD player that converts PAL<--->NTSC
Also please note that not all REGION FREE DVD players do conversion. For instance I have a PIONEER that is region free but will output PAL as PAL and NTSC as NTSC. However I have a Cyberhome that will convert PAL to NTSC or NTSC to PAL.

Thanks for the reply,
I try the options!
You hear from me when i succeed or fail,
Thanks. -
It still wont work, because there is a copy protection on the DVD.
Is there someone how knows to fix this problem? -

Since you are trying to process the video further (NTSC to PAL) then you want to use FILE MODE.

DVD Decrypter will remove region protection if you rip the DVD to hard drive.
If you want to watch NTSC format on a PAL system, you should not have any problems since PAL systems can handle NTSC.
Rip, compress, burn, watch.Regards,

Well not ALL people who live in a PAL country have equipment that can handle both PAL and NTSC although that is much more common than in the USA where most (like 99%) of video equipment is NTSC only.

This subject was discussed in a previous post:
Can we convert an NTSC DVD to PAL DVD-R without re-encoding?
From what I understand, if the DVD player can convert NTSC to PAL (and nearly all PAL DVD players can), there's no need for the TV to accept a NTSC signal since the DVD player has already taken care of it.Regards,

Also you CAN and OFTEN WILL get better conversion quality when done on a computer.
My point was the only way you can get BEST quality is to not convert at all which means a true multi-system DVD player and TV display.

Right, so there's no need for this then:

Yep, read the link - 21 unnecessary steps.
I've ripped loads of R1 NTSC and burned straight to DVD without any problems or loss in quality when viewed on any of the DVD players I use.
Maybe I'm lucky.Regards,
