All the videos I download have audio that has a frequency of 48,000 Hz, and most guides I see state that the audio must be resampled to 44,100 Hz to make it SVCD compliant. However, I did read one article in which it said that it's not necessary, as DVD audio is encoded with a sample rate of 48, 000 Hz.
If I want to make a SVCD for the sole purpose of playing it on my DVD player, do I have to resample or not? I really wanna know since it is an extra step that takes time. Obviously, why resample when it's redundant, particularly when it lowers the audio quality?

No, you don't have to downsample. It gives you quite a gain in the speed of encoding if you don't. If your player is OK with 48Khz, go ahead. Just be aware that not all players will accept 48Khz audio, though most will.
