i like main concept mpeg encoder.
use nandub to seperate the ac3 & the avi..
import the avi in to mainconcept mpeg encoder, set your bitrate, and encode.. its pretty fast.
then use besweet to convert the ac3 to mp2 (svcd spec).. once you've done that, multiplex the svcd mpeg & mp2 through tmpgenc (mpeg tools), and burn that biatch through nero. -
Short version of last message: Spend $2000 for a piece of software.
Call me picky, but this seems to fall short of being genuinely useful advice.
The big problem with converting PAL to NTSC or vice versa is typically that the ac3 soundtrack falls out of sync with the converted video. Several solutions. One believably crude and ugly, but always works. Another, more elegant and often works but not always.
First, the more elegant solution:
Demux PAL AVI into AC3 soundtrack and m2v video file. Download freeware CDex and convert Dolby AC3 track to WAV file. Then sample-rate convert from 48 khz to 44.1 khz. Save.
Now run the m2v video file through TMPGenc and do a PAL to NTSC conversion. Save as new m2v AVI file.
Mux the NTSC m2v AVI file with the 44.1 Khz WAV file and save as a new AVI file. Now run TMPGEnc again and convert to an SVCD 480 x 480 video fiels with 44.1 khz mp2 audio. (This assumes that the original PAL AVI file used 720 x 480 with 48 khz Dolby AC3 audio.)

The grotesquely ugly method, which always works, is this:
Encode the PAL AVI file into a PAL-format DVD.
Now play back the PAL-format DVD from a U.S.-standard DVD player and capture the NTSC output back into the computer with 44.1 khz audio. Use TMPGEnc to convert the AVI file into SVCD format, at the same time using the MASK setting in TMPGEnc to slightly stretch the video vertically to eliminate the 12 black lines at top and bottom of the picture.
See? Incredibly ugly, but always works. -
I make PAL from PAL source, and NTSC from NTSC source, and my Apex player does just fine playing both discs on my NTSC player.
Apex, Cyberhome, Mintek, JVC, and many others play PAL just fine. Does your player play Region-free or Region 0 PAL ? Some even do all regions (my hacked Apex).
In fact, most conversions never look as good as leaving the source alone.Want my help? Ask here! (not via PM!)

The audio shouldn't be a problem as your destination is SVCD, wich doesn't support Ac3, so just convert it to Wav using headac3he or BeSweet and proceed from there. Then you can use this guide
