You need to read through the Authoring section: https://www.videohelp.com/author#6

You need to use another program called an AUTHORING program. This allows you to input your MPEG-2 file and create a MENU and if you want CHAPTERS etc.

There is a section on the LEFT hand side of the screen called AUTHOR under the HOW TO section.

I suggest you take a look at it. There are many different AUTHORING programs on the market.

Right now it seems the two most popular are TMPGEnc DVD AUTHOR and DVDLab.

I've tried both and prefer TMPGEnc DVD AUTHOR myself since it is easy to use (especially for selecting chapter points) and seems to work better than DVDLab in that when I used DVDLab I got audio lipsync problems but the same files worked fine with no lipsync problems in TMPGEnc DVD AUTHOR.
