ok i searched the whole forum and only found correct settings for SVCD & VCD. i actually need the correct settings for DVD. im converting ogm to dvd, and i cant see to get the settings right, the subtitles keeps on getting cut off. Im using TMPGENC, and using the clip frame tool. i have the settings at 645X429 right now(after many trials and errors), which seems pretty correct, but the top of screen gets a little black line(or whatever it's called), i thought if the top of the screen gets the black line, the bottom one would also, since it's the same setting from top and bottom. so i wonder if it's something else, if anyone knows please reply. none of the subtitles get cut off with this setting, but i just hate that black line on top , which probably means i clipped too much, but it's still there after i try to increase the settings.

If the picture is not centered on your TV, you will have this effect. If the disc looks normal on your PC, but not on the TV, you need to adjust the Vertical Centering on the TV set. On some newer sets, this can be adjusted through a menu on the remote (after entering a code or specific key combination to get into the menu). Most sets will have adjustments for VLin (linearity), VHgt (height), and VCtr (centering). Depending on your brand, you need to find out the correct combination to do this adjustment. Some sets still have pots (adjustable resistors) to do this inside the set, but on almost all modern sets it's stored in memory. Most sets are setup to overscan by 10% or more, so that video sources don't show black areas at the top and bottom.

kidboo1, the exact amount of overscan is specific to the TV make and model. So the only sure fire way of getting exactly the right dimensions is with experimentation. If you know the correct values for VCD, can't you just multiply them up by the right amount to match DVD resoultion.
Also the vertical res of SVCD is the same as DVD, so if you have figures for that, try those.
