what are the best capture settings to make home movies into dvds .

From what? A DV camcorder, an VHS camcorder?
How much do you want to put on a disk?
As you will probably bore most of your viewers rigid with long disks and the quality of DV is high you might as well use a high bit rate (7000) setting and put an hour on a disc. Enough for a DV tape unedited.
