Sound delay

When i use TMPGEnc, to encode a svcd file. Picture and sounds are good, but the only thing that's wrong is that, the audio sync isn't correct. Plus, when the sounds are delay, the frame rates seem's to slow down aswell.
All other encode are perfectly fine, just the recent encode. No extra codec or filters are install, using the same codecx and filter..

P.S: could it be because i use a higher audio coversion, i mainly use 192kbps, but this time i use 256kbps?

are your sure your file is not a divx or xvid??

give more info !!
