    is there any program out there that will compress the size of an mpeg video file?

    What do you need to do?

    If you simple want to make the file a little bit smaller for transport or sending over the internet, you could ZIP or RAR it. You should be able to compress it down by a small degree.

    If you are refering to encoding it to another video format that is more compact, you could try DivX.

    i want to make it smaller so i can make a vcd out of it.

    Okay, then your question isn't actually relevant. VCDs require the MPEG to be of very particular specifications.

    Read "What Is" VCD on the menu to the left.
