can some one tell me whats the best programme to use to make a svcd can you please tell me what i need to download

DVD2SVCD, hands down the best program for people new to SVCD creation to make SVCD's from DVD's and AVI's.
You'll just need to choose your encoder of choice, TMPGEnc, CCE or ProCoder.
Check out the "DVDRip" section in the menu bar to the left. You'll find the program, guides, opinion's, everything!!!

One of the easiest to use is DVDx 2.2. All in one, and the quality is very good, if your DVD player can even play a SVCD, or VCD.
At default bitrates the output is just so-so. If you can play at higher bitrates, you can increase easily. I generally used to raise till the second, third disk as close to full as I could.
DVD2SVCD is better, but takes a little more work. It's what I use now. -

You need a suite of applications. Which, depends on your source. For DVD, you need a ripper, like SmartRipper or DVDDecrypter. DVD2AVI can also come in handy.
The rest is the same regardless of if you're going from AVI or from DVD: VirtualDub, TMPGEnc, VCDEasy.
Of all these apps, only TMPGEnc will cost you money.

I agree with Mats, however if I want to make a svcd quick I use Eazy Vcd
