If I have a file in NTSC VCD resolution (352x240), would it really make a difference in visable quality if I resize it to NTSC SVCD, or even NTSC DVD? Will I really be able to see a difference when viewing on TV? I've downsized, but haven't really up-sized, to that extent. Just looking for some opinions
