  1. Don't think its possible.

Why would you want to deinterlace anyway?

  2. You can use the forcefilm option to convert a 29.97fps telecided source to a 23.976fps progressive one. It's not a 'true IVTC' but it does result in deinterlacing. If you mean can you convert a true 29.97 interlaced source to progressive with DVD2AVI, then the answer is no. And unless you plan to encode to MPEG1 or DivX there's no logically reason too, as MEPG2 supports interlaced source.

If your using TMPGenc, under the Advance tab, check the Deinterlace box, then double click the Deinterlance name to bring up an option box, and for the 'Method', choose double. Double seems to work great for high action and low action films.

PowerDVD and WinDVD should be deinterlace with bob/weave, which is better than using double or dropping in TMPGEnc or other encoders. Deinterlacing is not something that should be done to interlaced footage, as it will mess it up, causing zig-zagging of lines and motion errors.
