Ok, I'm going to burn a svcd but the file is almost 800mb, but I have 700mb discs...
How do you burn them...

Burn away. Video is not stored on a CDR the way a file is. Because it doesn't store error detection/recovery information, you can fit more onto a disc. You can usually fit about 780MB file onto 700MB media without issue. Just drop it into your burning software. It should warn you if the file is too large to burn.
