How to re-encode a mpeg-1 video which is for example 352x240 to 320x240, with the same quality. It is no problem that the filesize will be bigger.
I tried TMPGEnc with CQ mode set at 100, but the filesize ia bout 1,5 times the original size.
So how can I set up TMPGEnc to maintain the same quality (filesize something bigger is no problem)?

But yea, aint gonna happen, unless you can encode from the source that the VCD was encoded from.Ejoc's CVD Page:
DVDDecrypter -> DVD2AVI -> Vobsub -> AVISynth -> TMPGEnc -> VCDEasy
DVD:
DVDShrink -> RecordNow DX
Capture:
VirualDub -> AVISynth -> QuEnc -> ffmpeggui -> TMPGEnc DVD Author
