I ripped a 16:9 DVD, and encoded it with TMPGenc Plus as Source 16:9 525 line NTSC, and Output 16:9 525 line NTSC. The resolution I used is 352x240 (same as I always use). But it looks to have rendered correctly, but stretched to fit on the TV screen instead of having larger black bars at the top and bottom. I wanted it letterboxed like the original DVD played instead of the actors seeming thinner and taller. Its not as bad as it couldve been, but How do I make it show up as widescreen on the tv with normal letterboxing, change the res?

Please note that most software media players (on your computer) can resize your VCD for proper playback but then you are stuck playing it on the computer or a 16x9 TV if using a stand alone DVD player.
So again if you have a 16x9 source you want to select 16x9 for the source material but you want to use 4:3 for the designation. If you are using TMPGEnc then use FULL SCREEN (KEEP ASPECT RATIO) and that will work.
