Yes your mpg must be multiplexed correctly and you must use a proper burning method in order to make your svcd ff and rw on your dvd player. Different players require different methods but all dvd players should be able to ff and rw svcds.

For the multiplexing part, you MUST use bbmpeg. It is the only svcd compliant multiplexor I have ever found. Most of the time the default svcd settings are fine. If you still cannot ff and rw or if you lose sync when you ff or rw then uncheck allign sequence headers and uncheck add svcd scan offsets. Different dvd players respond better or worse to these settings, most require alligned sequence headers and the scan offsets but not all do.

To burn the mpg you need to either Author in I-Author or vcdimager. Nero does not add the necessary files when compiling the svcd. You cannot be guaranteed that your svcd will ff and rw if you use nero. There is a little trick you can do by manually adding a file to the compilation but that causes more problems then it solves really.

Also, Philips dvd players have been known to have a ff and rw bug but since you vcds seem to work it probably means your model is ok. Still if you cannot get your svcds to ff and rw using these methods then you need to get mpeg sequence maker. Run your video stream through this before multiplexing and it should solve your ff and rw problem.
