And what format is a DVD for i.e Belarus? SECAM region 4? As far as I know it's only possible to make DVD's in PAL or NTSC...

yup, Abu Dhabi is a country. its in the area next to Saudi Arabia.

SECAM is some wierd thing invented by the French. i think that its basically PAL with something different in the signal. not sure, though.

The TELEVISION standards are a metaphor for the political sytems in these countries :-)

but the BRIGHNESS is up to the user

is the TV system of the former SOVIET UNION
There will be no user KNOBS allowed except on or off

Secam is not really used anymore in Europe, they use PAL instead
