Yes, but how big are your movies, format and what software do you have or own.

If you use VCDEasy, then it is relatively easy to do, though you may need to learn how to use VCDEasy first.
There are numerous guides on how to use VCDEasy and the making of menus and if you search and read around, you will find a lot of useful information.
Don't hesitate to post again if you have any specific questions.

There are guides that explain what you are looking for, check some of them out.

all these topics seem to be not really specific to my problem. any other ideas?

GRRRR...
You may be surprised, but you are actually not important enough that someone has actually read your mind ahead of time just so that they could write a guide of exactly your situation...
If you actually bothered to read the guides and try them out you will find that the solution to what you want will become clear. You will have to be familiar with the software first. Once you have tried the software, if you have specific problems then other than "I don't think the guides are specific for my problem" then post again.
What you need to do is actually pretty obvious if you think it through. Get the images you want on the menu -- they may be off the net of a frame from the movies, etc. It doesn't matter.
Use an image editing program like Paint Shop Pro to create a bitmap of the menu you want to use. You can be as creative or as plain as you want. I suggest that you put in numbers on the menu (e.g., 1, 2, 3, 4) on the various choices.
Use VCDEasy to encode the BMP to a SVCD or VCD standard MPEG still image. This still image can now be used in VCDEasy as part of a project (e.g., the background image for a menu).
Then, use VCDEasy to create your VCD with the still image as the menu and author the appropriate settings so that pressing the keys you want (1, 2, 3, 4, etc.) will go to the appropriate video clip on the VCD. There is little point in me describing this in much more detail as VCDEasy is a complex program and there are guides that describe the various workings of VCDEasy to much greater depth with images.
Ultimately, nothing is going to beat you experimenting with VCDEasy yourself. That's how you are going to learn. It doesn't matter if you don't get it right or do something wrong. You will learn from the experience. If something in VCDEasy doesn't seem to work or make sense to you, then post THAT problem on the forum.
