Im trying to put together an animated music video, I make a certain sceen in slow mo, but not sure how to do this with TMPGenc, can it b done with that encoder?

Try Video Factory. You can easily stretch a segement of the timeline to get smooth slow motion or reverse the process to speed the motion up. You can also zoom, pan and rotate.

Videowave4 has a "timewarp" feature that will slow down clips and insert interpolated frames - looks v good.
