This is probably the type of question that a lot of newbies ask (me definatly being on of em). I downloaded a couple movies a while back in .avi format, I used TMPG to convert them into .mpg files. The only problem is that after the 6 hour conversion, I have a HUGE 1.4 gig file that I could not put on a 80 minute cd. What's the best recomendation, reincode them at about 640bit rate or cut the thing in half and burn two cd's? Another quick question, if I have to cut it in half, do I have to reincode each one? WHich prog works best for cutting mpg's in half?

If you used the stanard VCD template it's 1min=10MB. I would use bbMPEG to cut (see the Edit link to the left). Basically:
Demux MPEG with TMPGenc
Spilt/mux w/ bbMPEG

"I downloaded a couple movies a while back in .avi format"
If these are more than 200Mb DivX Avi's then split them in half with Vdub before you use TMPGEnc to make the VCD.mpeg
