    For purposes of mixing different frame sizes and bit rates. I know TMPEGEnc DVD and SVCD2DVDMPEG do this. Any other authoring programs?

    DVD Workshop?
    DVD MF2?

    Maestro ( never really bothered mixing and matching, but as far as I recall, Maestro creates a new VTS automatically for every movie timeline you author within the program).
    ReelDVD - (manually-allocated)
    Scenarist - ReelDVD on steroids...

    To name but three.
