The Ken Burns efffect for windows?

Does anyone know if the "Ken Burns" effect is available for any windows editing software, spec for pinnacle studio 7.0 or Movie Maker 2.0. I know it comes as part of the Mac platform. The effect is real nice in a pic slidshow.

It is for Avisynth. It does pan and scan, auto centering of the picture, and adds borders for the pictures that aren't quite tall or wide enough for the video frame.
