Here is the problem, I went into MY COMPUTER and noticed that my 60GB hard drive had a capicity of about 47GB so I went into my DISK MANAGER and noticed that it had 13GB of UNALLOCATED disk space. So I went to format it, but it seems that I can only assign a new letter for the remaining 13GB but what I would like to do is to rejoin it with the other 47GB in my LOCAL DRIVE C: to give it the original 60GB capicity.
ANY HELP WOULD BE VERY APPRECIATED.

Steer clear of all the formatting things!! Unless you really want to lose everything (that isn't backed up) - and lose a lot of time - in the pursuit of that extra 25% or so.
Just get partition magic or something (pay for it if you have to, worth it, but there's at least one PC magazine this month i've seen with a suitable work-alike program on their coverdisc - a snip at 4.95.. or go 'underground' if even that's too much). In no time at all you can get that space back.
But first maybe take a moment to figure out why it's like that?
Did your PC maybe not come with any recovery discs or the like? It could be the installers for all your programs, along with a substantial scratch space for something like GoBack, and "hibernation" memory dumps may be stored there. If whoever supplied your PC seems cool enough that they'd be willing to talk you thru getting the full capacity of your disc rather than considering you to be stealing space and voiding the warranty it could be a good thing to ask them to talk you through it.
Just don't blank your hard disk, unless as a last resort after making sure you've got external copies of all your things. Data out onto CDRs, original Windows CD, Program CDs etc.
Also, is there a specific reason why you want to join the two? Having a C: and a D: drive isn't really too bad a thing, and it certainly makes matters like this a lot easierBonus - if some marauding young spawnling comes to visit and somehow gets onto one or the other, not everything will be destroyed with a couple clicks of drive-menu-format-ok-ok!
