  1. I downloaded a movie with extension Xvid-Dvl.avi from kaza, I played it on media player without problem. I have the Xvid MPEG-4 codec.

I used nero 5.5.9.14 to burn it on a desk as VCD. Afetr the burn completed, i checked the content of the cd . The movie was upside down. My OS is windows XP

Have anyone faced this befor ?

Many have, as you'd find if you do a forum search.
Pro primo: Don't use Nero to encode AVI to VCD/SVCD. Never. Ever. Dont. Read the guides under CONVERT HOW TO.

Pro Secundo: Some codec/filter is misconfugured, flipping (or not flipping) the AVI.

PS! A majority of files from the web in general and P2P networks in particular suffer from various problems (besides the legal aspect) like bad frames and stuff, and almost always require some preprocessing before successfully encoded to mpeg. DS
