Your best bet is to search the forum for more elaborate step by step guides - but,

Demultiplex your source into elementary streams

    In short, I'd use CCE.

Using dvd2avi on your .m2v, load the d2v into FitCD - FitCD will write a script to frameserve your source via avisynth, it'll add the line of

    AssumeFPS (23,false)

    - you want it saying False as you'll do the audio seperate in BeSweet later.

Also, adjust your resolutions to 480 x 480

Render the audio then in BeSweet changing the framerate from 25 fps to 23 fps

Then you'd use Pulldown to add flags onto your 23 fps to make it seen as 29 fps or keep it as 23 fps as you're doing an SVCD.

If this is all greek to you, check under Conversion to the left for guides on frameserving via avisynth / dvd2avi, etc.

Also, you could load your source mpg into TMPG, and let it do your conversion for you, just make sure your output is set strictly to ntsc standards
