difference between pal and ntsc? + need list

this is a real newbie question. what is the difference with pal and ntsc? and what is bitrate? do i need to worry about that? i just download movies off of mirc and i wanted to know if there is something i need to know about burning them or whatever. i have an apex ad-1500 and i use nero to burn.
also if somebody could give me a list of the supported cdr's that go with the ad-1500.
