i downloaded a movie (x2) and it is 2 vcd files if i'm not mistaken it has subtitles, i know this would fall in the svcd authoring section but i want to convert it to mpeg 2 for dvd
here's the question: is there any way to take out the subtitles? and is there anyway to improve quality (i doubt u can but it can't hurt to ask unless people start calling me stupid)

It is not impossible to improve the quality, Garbage In Garbage Out.
To remove the subtitles you either have to crop them or blur them with for example virtualdug logo away filter, www.dvdrhelp.com/faq#logoremove
