CCE SP and 4:3 Aspect Ratio

I know in TMPGenc, I can change it to 4:3 aspect ratio, but in CCE SP I can't seem to, is there any methods that you know of?

After loading the file double click on it. Click on the video tab. Under the aspect ratio area change it to 4:3 if its not already. All of this is in the manual btw.
