Those CD holders scretches my CD's.

I'm starting to dislike those CD holders. put a brand new disc in, take it out instantly and it is slightly scretched.

What ones are you using?

I use off brand (Calvin Hill) 216 cd holders and none of my cd-r are scratched at all

SO I READ you can't put COMMERCIAL DVD's in CD CASES because:
I read that CD holders expand the DUAL LAYER hole on a DVD so don't use CD HOLDERS to hold DVD's because in some years, the two layers may delaminate ..but that's even pickier than what you said about CD getting damged from their intended holders!
