What does "they shown not correct" mean exactly?
What do you play it back on? Standalone? Computer? Other?
You don't need TDA3 to put DivX (in AVI container) on a DVD - Just burn them as data files together with their .srt subtitles files, and you'll get much better compatibility with standalone players. DivX (the container) isn't widely supported by standalone players.

look , i take a picture & you can see why i said subtitle shown not correct .

According to the screen shot, the subtitle format seems to be readable by TDA (the timings look OK), but the text is indeed whacky. It's probably some character set discrepancy - UNICODE read as ASCII or something like that.

It could actually be that bad, that Arabic/Persian isn't supported by TDA. Could be.

The best way to deal with non-ASCII subtitles is
convert the plain-text subtitles to Unicode-written .SSA
by using M$'s Wordpad, then use MaestroSBT to generate
an equivalent .SST, and finally import the subtitle pictures into the
authoring application. Make sure the "Encoding" flag of
the style(s) defined in the .ssa file is set to "1", and in MaestroSBT,
uncheck the option "balanced word wrap", set "script font code page" to
"use style's", set "multibyte code page" to "65001/UTF-8".
And yes, this whole lot of work is a P.I.T.A.

Midzuki: ok using aegisub I can now create subtitles in unicode.
then you suggest that I used MaestroSBT to generate .SST and import the pictures to authoring application (what authoring application). I am sorry I guess it is too advance for a beginner like me.
Actually I already have DVDs with subtitles in english, french, etc. Now I just want to add Urdu subtitles so that users can switch between subtitles and even turn them off if they want. I want this DVD to be playable in most standalone players. Using aegisub and Virtualdub I can create an avi file with subtitles but these subtitles are permenant. -
You just want to add subtitles to a DVD? So follow the guide:
https://forum.videohelp.com/topic338721.html
Use the second method, but don't create SRT subtitles, but SSA ones following Midzuki's instructions. Use MaestroSBT to create SST format subtitles from the SSA subs, again following his instructions. I have never messed with non-English subtitles, so I understand nothing about what he was discussing. But if you create the proper SST subs, import them into Muxman (which supports SST subs) when muxing the subs into the already existing DVD.
Don't ruin the video by creating an AVI with the subs burned in. Also, you'll have an easier job of it if you replace one of the subtitle languages with your Urdu ones (making the total only 1 or 2 languages), rather than by adding in a new language (to make the total 3 languages of subs).
