What is the difference between DGAVCDec and DGDecNV (or DGAVCDecDI)
Do you have to have Nvidia Graphic card to use DGDecNV?
And is DGAVCDec equal good as those 2 other programs?

  2. DGAVCDec is free, but is depreciated and no longer supported. It has problems with decoding some streams, most notably PAFF streams (e.g from AVCHD camcorders)

DGDecNV requires a compatible Nvidia card (not all cards supported), and a license (donationware)

DGAVCDecDI requires a license (donationware) and DiAVC license for the decoder separately ($)

So if I have a ATI Radeon HD 4600 graphic card, I cannot use DGDecNV but I can use DGAVCDecDI (after purchasing the Licenses that I need)?

You may rather try L-SMASH Works (using LwLibavVideoSource) instead.
