    What is the best capture program? Simple! Recommend me something

    It all depends on what type of capture device you are using. Most DV devices work well capturing directly to the editors (Premiere, Ulead Studio, etc.) I've found that the cheaper cards (WinTV, Studio PCTV) work well with PowerVCR.

    But how are you getting the VHS into your computer? What capture device are you using? Canopus, Dazzle, Pinnacle?

    You can capture straight to DVD or captured DVD compliant MPEG's.

    Yes you can but the results will be poor.
    You need a high bitrate when capturing mpeg.
    Then you encode to VCD/SVCD after.

    PowerVCR2
    WinDVR2
    Powerdirector Pro 2.5

    All good programs for capturing mpeg2.
