I was wondering..I use TMPGEnc to make svcd's.
is there an option or something I can check off so during fast motion and action sequences the screen does not get blocky and grainy??

Click on settings, under Motion Search set it to high/slow (most agree that highest/slowest takes more time but has no notiable quaility improvement).
The the bitrate to the max you DVD player will support (should be able to handle up to 2800kbit/s total). If you're using a lower bitrate then encode with 2pass VBR.
If you choose, click on GOP and enable soften block noise with a setting of 32~40 or so.
