I have a few mpeg videos that have a horizontal green flashing line that runs across the bottom portion. How can I get rid of this? Is there a program that I can get that will allow me to edit this out, or is there a way to resize the video so that it will cut out the portion of the screen that has this?
Any help would be appreciated.

I get distortion of that nature when I capture a composite source. However, if you plan on making a VCD for a standalone DVD/VCD player you will not notice it on TV

Seams like a lot of capture card have this problem also...
Anyway use Vdub with a "0 transform" > crop would chop that out. And another filter "resize" to put it back to the original size (If needed)
