I ve tried to capture thru ieee1394 with my camcorder, using neodvd. I can only get avi format, which you must convert to mpg before writing to vcd and it takes forever. What software can I capture with ieee1394 to mpg straight.

Is your source digital or analog?
I think you want to look into getting a realtime capture card if you have a digital source. Otherwise, I believe something like Ulead Video Studio will allow you to capture in vcd(mpeg).

yes, i found out the NEODVD can capture from ieee1394 to mpeg1 or 2 in real time. Out of my 40 minutes of movie, the first 5 is good, the rest sorta skip. Is this due to my ram capacity of only 128Mb, or my video card? I think I should upgrade my ram to another 512Mb, any ideas?

I suspect that it is a combination of RAM and CPU speed... could be other bottlenecks too of course.
For example I had no problems doing what you want to do on a P4 2.0 Ghz w/512Memory, 7200 hard drives.
If you only have one drive it could be as simple a problem as the fact that you are capturing to the same drive the OS is on. Capturint to the same drive as a swap file is on is a problem.
CVapturing to MPG format with software like you are trying to do is very cpu intensive as it must compress in real time.
I broke down and bought after trying CCE Basic to encode my AVI captures as that way I can get better quality than real time encoding.
But it depends on the source. a clean digital signal (Sat TV, Digital Cable, & DV Camcorder) are easier to encode than a Videotape capture. The noise and the head switching from the vcr can cause problems.
So in essence More info could be helpfull.

does neo let you set any characteritics of the I-Frames or GOP structure or is it basically one setting?
