In captureing stuff to MPEG1 using my WinTV PVR, I get good quality files that play back correctly on my PC, but on my DVD player on TV they look like crap because the TV is interlaced and VCD is progressive. Is there any way to work around this problem?

MPEG1 doesn't support interlacing. Anyway, it's probably the low resolution and bitrate that make it look like crap to you, not the interlacing.
If you are willing to create nonstandard VCDs (XVCD), you can raise the vertical resolution to 480 and the bitrate by a fair amount. Has a huge benefit. (Still, use a deinterlace filter on your source video).
You could also create an SVCD, which uses MPEG2, which does support interlacing, and benefits from 480 vertical lines by default.
