Ok...here is the deal. I'm trying to fite about 100 mins. or so on 1 CD using TMPGEnc to encode DivX to VCD and the video size (mb's) are staying then same.
I have set my video bitrate to 900kb/sec & my audio to 128kb/sec and have selected VideoCD (non standard). I'm using CBR and in the wizard it says something like produces average bitrate of 8.1mb per minute. So I start it up and when a 2 min test clip is done it is still 20mb instead of about 16mb. HELP ME!!!!
Am I missing something in the enviormental settings in accordance to the VFAPI? Or am I doing something else wrong. Help would be greatly appreciated. Thanks in advance!!!

there is a version of tmpgenc that has that bug with it. not sure which version it was maybe2.59?, anyway get the latest version it has been fixed.
