I just purchased the Samsung SyncMaster 151v and wondered if anyone else had this problem (or knows something about it)...
A few times every minute, the screen will "freak out" at a certain random line. Some sort of left-right distortion that's over a second later, but is randomized completely each time it happens. Would this be a monitor issue or a video card issue?

Have you overclocked your video card? If you have try reseting the video card to it's normal settings, this sounds like a common overclocking problem. Also try upgrading your video card drivers
If not, check all you video cables for proper connection. If this doesn't help it sounds like either the video card or monitor is faulty. Check the monitor on a different PC and try a different monitor on your PC. This should iscolate the problem for you -
How exactly do you overclock something? If I managed to do that, then it wasn't on purpose. Where in my settings would I check that?

To check if you have overclocked:
1. Right click on the desktop and click properties
2. Click settings
3. Click advanced
4. Click the GeForce tab
5. Search around in here, you will soon know if you have overclocked your card. It will give you the option to reset to the default settings
If you don't find anything about overclocking here then you have not overclocked
